The ITF has developed as a global collaborative multi-stakeholder initiative and two years after the start adopted in December 2008 in Kuala Lumpur 'A Bold Global Multi-Stakeholder Strategy and Action-plan to bring about a major break-through in regard to women's participation in the knowledge-based economy' and agreed to launch based on a common Global Framework Ten Regional Centers around the world that together form the Global Women and Technology Network ( The GWT Initiative).
The Regional centers realize the ITF strategy through joint collaborative activities and recommendations for policy and programming.
The ITF

Functions as a driving force for the Regional Centres under start-up, contributing to programme development, with international expertise and knowledge and resources;
-
Can serve to transfer, connect and compare projects and experiences among the regions, for example: - Provide comparison of the data and indicators situation in each region to establish global indicators; - Contribute to Regional Centre development e.g. As plans for the European Centre for Women and Technology developed, the ITF served as an incubator, supported groups, and provided expertise and links. The 16 organisations across Europe provided the regional expertise to set the agenda and develop the program in the region.will be responsible for quality certification of the centres.
-
