Based on the current set up of the ITF, its range of activities, and the strength of its Steering Committee, the ITF has adopted a new distributed leadership model, with organizations taking the lead on the various ITF functions and activities. The ITF plays also a leadership role as a Community of Expertise recognized by the UN Global Alliance for ICT and Development (UN GAID).

Distributed leadership functions/ sectors:
- UN GAID - Gloria Bonder Chair of the UNESCO Regional Chai on the UN GAID Steering Committee
- Other international activities and organizations – ITF members use their networks and contacts to interact with international initiatives on a case by case basis
- Project Activities – the leadership for these project activities is divided along the key thematic focus areas: Education, Workforce, Entrepreneurship, Leadership, Indicators and Gender Mainstreaming

- Communications, Branding, Networking across regions – Ann Holmes and Associates, ECWT
